Cities need indicators to measure their performance. Existing indicators at the local level are often not standardized, consistent, or comparable over time or across cities. SmartCity model was built on the basis of a document ISO 37120 "Sustainable cities and communities — Indicators for city services and quality of life" - a document that allows for the evaluation of the quality of the functioning of the city.

The SmartCity model is used to link the standard and the city ("Model objects in the city" Figure).

The model represents a set of objects corresponding to a set of controlled ISO parameters ("Interaction between the model and the city" Figure):

Each object includes a set of indicators corresponding to the items of the standart. For each indicator, targets and states - optimal, recommended and non-recommended values - are added ("Indicator states in the city" Figure).

Based on the states of the indicators, the state of each object is determined ("Object and indicators states" Figure).

The state of each object affects the state of the parent SmartCity object.
